Pre-Marriage Application
1. Health Screening
What will be tested? HIV screening is mandatory for all individuals planning to get married. While not mandatory, screening for common transmissible or genetic blood diseases, such as Hepatitis and Thalassemia, is encouraged.
When should I get the health screening done? HIV screening test reports are valid for only 6 months from the date of the test. If the test expires within 6 months, the applicant must repeat it.
Where can it be done? Health screening can be conducted at government clinics (Klinik Kesihatan). For a list of government clinics within WPKL that provide HIV screening, please refer to the relevant health department.
What happens if the HIV test is positive? If the HIV test is positive, the applicant, spouse-to-be, and family members will be referred to the District Islamic Religious Office (PAID) for counseling. If the applicant and spouse-to-be decide to proceed with the marriage despite the health implications, the marriage application will be allowed to continue. Both the applicant and spouse-to-be will be required to seek regular medical follow-up with a family medicine physician and an infectious disease specialist.
2. Pre-Marital Courses
Who must attend? All couples are required to attend pre-marital courses, although exemptions may vary according to state law. Examples of exemptions for those residing in Federal Territories include individuals who have been previously married, males above 45 years old and females over 40 years old, persons with disabilities (PWDs), and foreigners.
Steps: Applications for courses are available online at the SPPIM Pre-Marital Course Application. A certificate of completion for the pre-marital course will be issued and is required for the marriage application.
Marriage Application
STEP 1: Fill Out Relevant Forms (Online/Physical) Obtain the relevant application forms according to your registered address. If residing in Negeri Sembilan, Melaka, Perlis, Kedah, Perak, Wilayah Persekutuan (Kuala Lumpur, Putrajaya, and Labuan), Johor, Selangor, or Terengganu (SPPIM-enabled locations), the form is available online. If residing in Pahang, Kelantan, Penang, Sabah, or Sarawak, collect the physical form from the respective state religious department (Jabatan Agama Islam). Forms can be filled out by either one of the couple (male or female). If the wedding is to be held in states listed under the SPPIM but both applicants are residing outside these areas, an online form must also be filled out on the SPPIM website. Application forms should be submitted within 90 days of the wedding date.
STEP 2: Gather Relevant Supporting Documents The required supporting documents may vary depending on the state where registration is made and the applicant's citizenship.
For Citizens:
- One photocopy of MyKad or MyPR for both applicants.
- One photocopy of the birth certificate for both applicants.
- Pre-Marital Course Certificate (MBKPPI).
- Results of HIV health screening for both applicants.
- If either applicant is divorced or widowed, submit the original and one photocopy of the divorce or death certificate.
- A letter from the employer verifying the marital status of the male applicant, or a letter of declaration by the male applicant if he is self-employed or unemployed.
- A letter verifying the applicant’s conversion to Islam (for new Muslim converts).
- A letter of support from the Police Department (for those employed by the Royal Police Malaysia).
- A letter of support from the Army (for those employed by the Malaysian Armed Forces).
For Non-Citizens:
- A photocopy of the passport pages with personal details, the latest arrival date in Malaysia, and a valid visa or pass.
- A supporting letter from the embassy of the country of origin.
- A letter from the Immigration Department of Malaysia to verify the non-citizen’s permit/pass for marriage registration with a Malaysian.
- Confirmation of attendance of the applicant’s wali (guardian) or a supporting letter from the relevant religious authorities from the applicant’s country of origin (if female).
STEP 3: Verification by Registrar Officer Applicants must present themselves and submit the supporting documents to the relevant governing bodies for verification. If residing in Johor, visit the Pejabat Kadi Daerah. If residing in Terengganu, visit the Pejabat Agama Daerah. For other areas, the person in charge will be the Penolong Pendaftar Nikah, Cerai dan Rujuk (NCR) at the mosque within the applicant’s neighborhood (masjid kariah). Once the application is verified, a Registrar will issue a wedding permit. This permit is valid for 90 days from the date of issuance.
